Uttarakhand: 7-year-old Muslim boy assaulted by teachers in Govt school, FIR registered

A 7-year-old Muslim boy, Arsalan, was allegedly beaten by his teachers inside a classroom of a government school in Jhabrera village of Haridwar district in Uttarakhand for allegedly missing a day of school.

According to the complaint filed by his father, Shahzad, when Arsalan returned to school after being absent for a day, teachers Rakesh Saini and Ravindra allegedly subjected him to severe physical assault. The child sustained grave injuries, including a fractured hand.

The allegations further state that school principal Ravindra placed his shoe on the child’s face, while teacher Rakesh Saini continued to beat him mercilessly.

Arsalan’s body bears multiple injury marks, pointing to the extent of the violence inflicted upon him, as seen in the pictures shared by his family.

Taking action on the family’s complaint, Haridwar police registered an FIR on September 11, 2025, under the Juvenile Justice (Care and Protection of Children) Act, 2015 (Section 75), Bhartiya Nyay Sanhita (BNS) 115(2) (voluntarily causing hurt), and 351(2) (criminal intimidation).

“Further investigation and due legal proceedings are underway,” officials at Jhabrera police station confirmed.

Arsalan’s father Shahzad said, “The two teachers beat him for missing school and one of his elbows is fractured.”

He maintained that Arsalan is currently receiving medical treatment at the local hospital.

Former advisor at Delhi Minorities Commission, Mohammad Saddam Mujeeb, has filed a complaint with the National Commission for Minorities, the National Commission for Protection of Child Rights (NCPCR), and the National Human Rights Commission (NHRC), demanding accountability and strict action against the accused.

Mujeeb told, “This is a clear violation of child rights and it needs to be investigated. Student safety is at stake.”

He added, “This can happen with any student in the state. It should not be repeated; hence, accountability must be ensured.”
